At the exhibition of the Hanoi Capital City Master Plan with a 100-year vision, Hanoi introduced its urban railway network across the city, comprising 18 lines and a total length of 979 km.
According to the Hanoi Capital City Master Plan with a 100-year vision, the urban railway (metro) network is inherited from Resolution 188/2025 of the National Assembly and other approved plans. The entire network consists of 18 lines with a total length of 979 km.
At the exhibition currently taking place at the Hanoi Museum, the planning map presents 15 railway lines inherited from Resolution 188/2025, including:

Within the metro network, lines 1 and 8 are planned as high-speed rail, with speeds significantly higher than other types. These are also two of the five lines that commenced construction at the end of June.

During the period 2026-2035, the city plans to research and develop an investment plan for approximately 500 km of urban railway, aiming to create a high-capacity public transport framework and promote urban development according to the TOD (Transit-Oriented Development) model.
During the period 2036-2045, Hanoi will continue to invest in the remaining approximately 479 km to complete the entire network and expand the lines according to the plan.
According to the orientation, the implementation progress of each line will be built based on resource assessment and selection of appropriate investment methods. Lines with favorable conditions or those receiving proposals from capable investors may be implemented in parallel to shorten completion time. The city will apply advanced technology in design, construction, and operation to accelerate construction progress.

Metro systems come in two main types. High-speed rail lines serve as radial axes, shortening travel time from newly developed areas to the city center. Mass transit and light rail lines will include radial lines combined with two ring lines, forming a network covering the entire city.
According to the plan, the metro system will become the main transportation framework of the capital, and will also be the driving force behind urban development following the TOD (Transit-Oriented Development) model. Hanoi Station is planned to be transformed into the central station of the metro network, combining the development of commercial and cultural spaces.
Currently, Hanoi has two operational urban railway lines: Line 2A Cat Linh – Ha Dong and Line 3 Nho Son – Hanoi Station (operating on elevated sections). In addition, several lines have been started, such as Line 5 Van Cao – Hoa Lac; Line 1 Ngoc Hoi – Noi Bai Airport; Line 2 Noi Bai – Tran Hung Dao; and Line 8 from Hoa Lac – Mai Dich. No. 10 Dong Anh – Vo Chi Cong – Times City; No. 14 Thang Long Bridge – Hong Ha – Gia Lam.

Capital Region Railway Network
The new plan also outlines the construction of a capital railway system based on an integrated model comprising the national railway, regional/inter-regional railways, and urban railways. The network will be organized in a “ring – radial – multi-level” structure, connecting the center of Hanoi with satellite cities and provinces within the Capital Region.
The total length of the entire railway system, including regional and inter-regional railways, is expected to reach approximately 1,200 km.
The plan divides the network into several functional levels. High-speed rail and the national railway will play a role in connecting Hanoi with domestic and international regions. Regional and inter-regional railways will expand connections to growth poles such as Bac Ninh, Hung Yen, Phu Tho, Ninh Binh, Thai Nguyen, etc., through radial and ring routes.
Hanoi also plans to build a railway industrial complex of approximately 250 hectares in the Chuyen My and Ung Hoa communes, in the south of the city. This complex will serve the production, assembly, and maintenance of locomotives and carriages, research and technology transfer, human resource training, and localization of equipment and spare parts for the railway industry.
TOD (Transit-Oriented Development) is a pillar of urban development along metro lines.

This system will form high-density urban centers around metro stations and major transportation hubs, contributing to the restructuring of urban space, improving land use efficiency, and encouraging people to use public transportation.
According to the plan, Hanoi will develop approximately 5-10 national or regional-level TOD centers associated with major transportation hubs; 20-30 city-level TOD centers in key development areas; and about 120-150 regional-level TOD points along the metro network.
National and city-level TOD centers are expected to become new development hubs, creating a ripple effect along railway lines and economic-technical corridors of the Capital Region.

The specific layout of each metro line, including underground and elevated sections, station locations, and the scale of each TOD (Transit-Oriented Development) zone, will continue to be studied in specialized transportation planning, zoning plans, detailed plans, and during the implementation of each specific project.
According to architect Tran Huy Anh of the Hanoi Architects Association, to complete hundreds of kilometers of urban railway in the next five years, Hanoi needs to focus on researching and investing in lines that meet the necessary conditions such as availability, connectivity, and traffic volume. These conditions indicate the specific attractive benefits of each project, attracting financial resources and persuading stakeholders to cooperate in its implementation.
He proposed the urgent construction of Line 1 Noi Bai – Yen Vien – Ngoc Hoi, as it meets all the above conditions. Historically, many sections of the line have served as national inter-provincial and international railway lines, acting as connecting lines within and outside the city, also known as suburban railways.
The railway network not only connects the inner city with surrounding areas, but also opens up opportunities for the integration of multimedia and multiple technologies, helping different types of railways develop flexibly and adapt to each stage.
