This not only opens up a new planning direction but also reflects a shift in development thinking: from viewing the river as a natural boundary to considering it a driving force for the future of the capital.<\/p>\n<p>In this context, the Red River Scenic Boulevard project has significance beyond the scope of a typical infrastructure project. The greatest value of the project does not lie in the road itself. More importantly, this boulevard is opening up a new development space along both banks of the river, where transportation becomes the starting point for urban, environmental, and quality-of-life changes.<\/p>\n<p>If the sole objective were to address transportation needs, Hanoi could have chosen many other transportation investment options. What makes the Red River Landscape Boulevard special is that it&#8217;s designed as a development axis, not just a road.<\/p>\n<p>According to urban planning and transportation experts, cities aiming for sustainable development must create new growth corridors capable of connecting development centers and expanding urban space in the long term. The Red River Landscape Boulevard is expected to fulfill that role.<\/p>\n<p>The boulevard not only enhances connectivity between areas on both sides of the river but also effectively links with the existing and future ring roads, radial axes, and river crossing network. More importantly, it creates a new development axis parallel to the river, contributing to reducing pressure on the historical inner city and expanding the city&#8217;s development potential for decades to come.<\/p>\n<p>Speaking at the groundbreaking ceremony for the project on December 19, 2025, Central Committee member, Deputy Secretary of the Hanoi Party Committee, and Chairman of the Hanoi People&#8217;s Committee, Vu Dai Thang, emphasized that investing in the construction of the Red River Landscape Boulevard is an objective and urgent requirement to redevelop the urban space along the river, complete infrastructure, and open up a more sustainable and modern development direction.<\/p>\n<p>This shows that Hanoi is not investing in this boulevard simply to have another new road. Every morning and evening, it&#8217;s easy to spot people flocking to riverside areas to exercise, admire the scenery, or enjoy the rare open spaces amidst the bustling city. This demonstrates the natural appeal of the Red River and also reveals the immense potential of riverside spaces for improving the quality of life for Hanoi residents.<\/p>\n<p>For many years, the Red River has been present in the heart of Hanoi, but it hasn&#8217;t truly been integrated into urban life to its full potential. Parks, squares, pedestrian walkways, and community cultural spaces will be developed along both sides of the boulevard, allowing people closer access to the river.<\/p>\n<p>World urban development history shows that large rivers are often not only geographical factors but also resources for development. They form vibrant public, cultural, and economic spaces. In Hanoi, the Red River is perfectly suited to fulfill this role.<\/p>\n<p>For the capital city, &#8220;awakening&#8221; the landscape value of the Red River also means rekindling the connection between people and the river that has been intertwined with the history of Thang Long for over a thousand years. This value is not easily measured by investment figures, but it has a profound and far-reaching impact on social life.<\/p>\n<p>Besides the benefits in terms of transportation and landscape, environmental factors are considered one of the most important values \u200b\u200bthat the project brings. In the context of major cities facing pressure from environmental pollution and climate change, developing green and sustainable riverside spaces has become an inevitable trend. Along with the main boulevard, a large-scale ecological corridor will be formed along the Red River.<\/p>\n<p>The system of trees, water bodies, and open spaces will contribute to improving air quality, regulating the microclimate, and creating a healthier living environment for residents. At the same time, the development of riverside spaces must ensure flood safety, protect the dike system, and enhance adaptability to climate change.<\/p>\n<p>This is a modern development approach, aiming for harmony between urban growth and environmental protection, between present needs and responsibility for the future.<\/p>\n<p>Expanding Development Space, Putting People at the Center of All Values<\/p>\n<p>A reality facing Hanoi is that traditional development space is becoming increasingly limited due to the rapid pace of urbanization. This is also the reason why Resolution No. 02-NQ\/TW requires the construction of the capital city according to a multi-polar, multi-center urban model.<\/p>\n<p>From this perspective, the Red River Scenic Boulevard serves as a driving force for expanding the city&#8217;s development space in the long term.<\/p>\n<p>According to Associate Professor Dr. Nguyen Thuong Lang, Senior Lecturer at the Institute of International Trade and Economics (National Economics University), the most noteworthy aspect is not the construction of another boulevard in Hanoi, but the shift in development thinking. When the river becomes the center instead of the boundary, new growth opportunities will open up on both sides of the river.<\/p>\n<p>The greatest value of the project therefore lies not only in the road being built today, but in the urban spaces, services, culture, commerce, and tourism that will be formed in the future. This is a resource for Hanoi to continue developing for decades to come while ensuring sustainability and balance.<\/p>\n<p>It is no coincidence that many experts call this a historically significant vision. The final value of the Red River Scenic Boulevard lies not in the structures built, but in the positive changes it brings to people&#8217;s lives.<\/p>\n<p>The value the project ultimately brings will be measured by people&#8217;s living experiences. This includes shorter commutes, more public spaces, a healthier living environment, and new job opportunities created by the development of the riverside area.<\/p>\n<p>More importantly, people will enjoy a modern urban space that remains close to nature; a greener, safer, and more livable environment. These are values \u200b\u200bthat will benefit not only the present generation but also many generations to come.<\/p>\n<p>That is also why the Standing Committee of the Hanoi City Party Committee, in Directive No. 16-CT\/TU issued on June 10, 2026, on strengthening the leadership and guidance of Party committees at all levels in implementing the Red River Landscape Boulevard Investment Project, emphasized the requirement to ensure a harmonious balance of interests between the state, the people, and society; placing the people at the center and as the subjects of the development process.<\/p>\n<p>If bridges have expanded Hanoi&#8217;s development space through many historical periods, then the Red River Landscape Boulevard is opening up a new horizon of development along the river that has shaped the identity of Thang Long &#8211; Hanoi. The value of the project lies not only in the infrastructure built today but also in the development opportunities created for many future generations. This is also the meaning of a project oriented towards the future, for the long-term benefit of the people and the sustainable development of the Capital.<\/p>\n<p>Mr. Nguyen Duc Hung, Deputy Director of the Hanoi Institute of Construction Planning:<br \/>\n&#8220;One of the great values \u200b\u200bof this planning is the aim to build a large-scale &#8216;green lung&#8217; for the capital, with a system of parks, trees, and public spaces along the river connecting the entire urban network of Hanoi and the Capital region. The core of the plan lies not only in expanding development space but also in harmonizing urban development with ecological safety in the context of climate change.
